# Demand — ten trillion kilowatt-hours

In **2025 China's total electricity consumption (全社会用电量) crossed 10 trillion kWh for the first time**:
**10,368.2 TWh (+5.0% y/y)**. (NEA release of 17 Jan 2026, reported by CCTV and People's Daily · secondary.)

## 2026 so far

| Period | Consumption | y/y | Source |
| --- | --- | --- | --- |
| January–June 2026 | **5,099.9 TWh** | **+5.3%** | NEA release, 27 Jul 2026, via [IT Home](https://www.ithome.com/0/982/245.htm) · secondary |
| January–August 2026 | **7,173.0 TWh** | **+4.3%** | NEA release, 20 Sep 2026, via [Xinhua Finance](https://www.cnfin.com/hb-lb/detail/20260920/4472468_1.html) · secondary |
| August 2026 alone | 1,033.2 TWh | +1.7% | same release |

Growth has slowed through the summer: +5.3% for the first half, +4.3% for January–August.

### January–August 2026 by sector

| Sector | TWh | y/y |
| --- | --- | --- |
| Primary (agriculture) | 104.6 | +3.3% |
| Secondary (industry) | 4,529.7 | +4.4% |
| Tertiary (services) | 1,425.6 | +7.1% |
| Residential (urban + rural households) | 1,113.2 | +0.3% |

Fast-growing uses NEA breaks out: high-tech and equipment manufacturing 845.1 TWh (+9.3%), EV charging
and battery-swap services 114.7 TWh (+55.1%), internet data services 69.5 TWh (+42.5%). Sector split

## By sector (2025)

| Sector | 2025 (TWh) | y/y | Share |
| --- | --- | --- | --- |
| Primary (agriculture) | 149.4 | +9.9% | 1.4% |
| Secondary (industry) | 6,636.6 | +3.7% | 64.0% |
| Tertiary (services) | 1,994.2 | +8.2% | 19.2% |
| Residential (urban + rural households) | 1,588.0 | +6.3% | 15.3% |

## The structural signal

Tertiary (services) + residential together supplied **50% of the growth** in 2025 — demand is
de-coupling from heavy industry. The fastest drivers were **EV charging and battery-swap services
(+48.8%)** and information/software services (+17.0%); the four largest energy-intensive
industries grew only ~+1.8%. Second industry stays the biggest share (~64%) but is no longer
the engine.

## Where the 2025 plan targets landed

The *14th Five-Year Plan for a Modern Energy System* (NDRC/NEA, NDRC Energy [2022] No. 210, published
23 Mar 2022) set goals for 2025:

| Indicator | 2025 goal | 2025 outcome | 2030 goal |
| --- | --- | --- | --- |
| Domestic energy production capacity | at least 4.6 bn tce | **5.13 bn tce** — 0.53 bn tce above the floor | 5.8 bn tce (binding) |
| Electricity's share of final energy use | about 30% | **about 29.5%** (+1.4 points on 2024) | 35% (indicative) |

- The 4.6 bn tce goal was a **floor on production capacity**, set for energy security, not a forecast.
The 2025 outcome is the same indicator as reported in the NDRC/NEA *Plan for Building a New-Type
Energy System in the 15th Five-Year period* (Box 1, [PDF](https://www.ndrc.gov.cn/xwdt/tzgg/202606/P020260625613973397386.pdf),
25 Jun 2026 · verified); NBS separately reports 2025 primary energy production at 5.13 bn tce (secondary).
- Electrification: the 29.5% outcome is from the China Electricity Council's *China Electrification Annual
Development Report 2026*, via [Xinhua Finance](https://www.cnfin.com/dz-lb/detail/20260922/4473688_1.html),
22 Sep 2026 · secondary. The 15th Five-Year plans round the 2025 baseline to 30%. Goals are from the
  plan texts (verified).
